Review and Revision of the Victorian Coastal Strategy 2002

1. Under the provisions of the Coastal Management Act 1995 (the Act), the Victorian Coastal Council has responsibility to prepare a Victorian Coastal Strategy.

2. The Victorian Coastal Strategy provides for the long term planning of the Victorian coast. Section 15(1) of the Act states:
The Victorian Coastal Strategy must provide for the long term planning of the Victorian coast -
(a) to ensure the protection of significant environmental features of the coast; and
(b) to provide clear direction for the future use of the coast including the marine environment; and
(c) to identify suitable development areas and development opportunities on the coast; and
(d) to ensure the sustainable use of natural coastal resources.

3. The current Victorian Coastal Strategy was endorsed by Government in 2002. At the direction of the Hon. John Thwaites MP, Minister for Water, Environment and Climate Change and as prescribed in s20 and s16 of the Act, the Council has reviewed the Victorian Coastal Strategy 2002 and is preparing a revised draft Strategy for the endorsement of the Minister.

4. The Victorian Coastal Strategy 2002 is well regarded internationally as a strategy to implement Integrated Coastal Zone Management (ICZM) and to guide catchment to coast integration.

5. The review and revision of the Victoria Coastal Strategy involves the following steps:

Oct - Nov 2006 Consultation with lead agents identified in the Strategy and key stakeholders including Regional Coastal Boards, Municipal Councils, State Government Departments and Agencies, Catchment Management Authorities and Non-Governmental Organisations
Dec 2006 Submission of advice to the Minister
April 2007 Newspaper advertisements inviting comment from the public on the Victorian Coastal Strategy 2002 (closing date 27 April 2007)
May 2007 Consideration by Council of comments received
Jan - Aug 2007 Development of a revised draft Victorian Coastal Strategy
Throughout November and December. Public exhibition of the revised draft Victorian Coastal Strategy for an eight week period. Both hard and electronic copies of the document will be available for distribution. Consultation workshops will be scheduled in regional and metropolitan areas during the exhibition period. This will be the key opportunity for the public to provide input to the process.
Jan - Feb 2008 Consideration by Council of all comments received
March - April 2008 Development of a further revised draft Victorian Coastal Strategy for endorsement by the Minister for Water, Environment and Climate Change
