Draft Victorian Coastal Strategy (2007) - Public Comment

Recent market research has shown that the coast is undoubtedly one of Victoria's most valuable and cherished destinations. However, it is our love for the coast that creates ongoing and increasing pressures on the very aesthetic, cultural, and environmental values we love.

The Victorian Coastal Council (VCC) is committed to a long-term vision for the coast through the Victorian Coastal Strategy (VCS) to ensure these values are not compromised. This is the third draft Strategy in just over 10 years.

Where has the VCS come from?
The draft VCS (2007) is the third VCS in ten years, building upon the strengths of the previous two Strategies published in 1997 and 2002. The VCS (2002) has been recognised internationally as a leading-edge Strategy for coastal planning and management, and over the last decade has gathered a strong base of community support and acceptance. Achievements for the coast since 1997 include the:
· Expansion of protected areas on the coast, including the proclamation of thirteen Marine National Parks and eleven Marine Sanctuaries, which protect about 5% of the state's waters
· Coastal Spaces project, which provides guidance on protecting coastal landscapes between settlements and maintaining character within townships
· Development of eighteen Coastal Action Plans by Regional Coastal Boards, which implement the VCS at regional and local levels across the state
· Continued increase of volunteer effort and community interest in the coast, supported by the Coast Action/Coastcare program
· Completion of Regional Catchment Strategies out to the State marine limit (3nm offshore)
· Introduction of a network of coastal planners to oversee decisions made on coastal Crown land

What's new in this VCS?
While many of the same coastal issues persist, there are also a number of new challenges emerging on the coast, the big one being climate change. In response, the revised VCS includes:

· Stronger directions and a precautionary approach to climate change
· Greater emphasis on marine planning and management
· Stronger principles for planning, including the recommendations of Coastal Spaces (2006)
· Initiatives to strengthen Victoria's coastal management capacity, including better recognition of, and support for, Local Government
· Guidance for resolving on-going and historically difficult issues such as coastal dependent uses and old and inappropriate subdivisions

How do I have my say?
The Victorian Coastal Council sought views on the draft Victorian Coastal Strategy (2007) and how we should be planning today to protect and enhance the ecological, social and economic values of our unique marine and coastal environments for tomorrow. Interested parties including individuals, councils, peak bodies, agencies, organisations and resident groups were encouraged to make a submission. Submissions are being considered by the VCC to help inform and refine the production of a final revised VCS. Acknowledgment letters were forwarded in response to all submissions received..

Information sessions?
The Victorian Coastal Council and each of the three regional coastal boards conducted information sessions in most coastal towns during November. These sessions gave more information about the Draft VCS to assist in writing a submission on the VCS.

Submissions to the draft Victorian Coastal Strategy 2007 have now closed. If you would like to discuss a submission, please contact the Victorian Coastal Council on 9637 9456.

Preparation of submissions?
The following could have been considered when commenting on the Strategy:
· What do you expect the Strategy to do?
· Do you agree with the vision?
· Is it clear how it will be used and applied?
· What other agencies or organisations could help implement the actions?
· Is the direction on climate change clear?
· Is there clear direction for appropriate development and use of the coast?
· Are there any other important coastal issues to be considered?
· What actions need to be given priority?
· Are there any areas for further action or improvement in general?
