Implementation, Monitoring, Evaluation & Reporting

The Victorian Coastal Council prepared the Monitoring, Evaluation and Reporting (MER) Framework for the Victorian Coastal Strategy (VCS) in 2018. The Framework is designed to assess whether the interventions and actions outlined in the VCS 2014 achieved the policy aims that were intended.

It sets a systematic approach for assessing and reporting about: 

  • Operational issues

    • progress at delivering the actions in the VCS

  • Strategic intent

    • whether implementation of the actions has met the rationale and intent behind specific actions as described in the VCS;

    • the success in moving towards the desired outcomes of the VCS from implementing the Strategy; and

  • Continuous improvement

    • ways to improve future strategic planning for coastal and marine environments and improve the process to develop the future Marine and Coastal Strategy.

The MER Framework will help identify ways to improve strategic planning for marine and coastal environments in Victoria and support development of the Marine and Coastal Policy and Strategy.
